The building permit in Douala: steps, documents and costs
More than 60% of permit applications in Douala are rejected the first time. Here is what the file must contain, what it costs and how long it takes.
By FESFAHM Editorial Team

Building without a permit in Douala is common: according to the Douala Urban Community (CUD), fewer than 7% of buildings in the city have one. It is also risky. Unauthorised work can be stopped, sealed, fined or demolished. After the collapses of 2026, the city has made clear that every construction, extension or added storey needs prior authorisation.
Where to apply
The building permit (permis de bâtir) is issued by the Douala Urban Community. Applications go to its Department of Construction. A one-stop shop (guichet unique), set up under decree No. 2018/9704/PM of 10 December 2018, brings together the CUD, the land and cadastre services, the housing and urban development services, the Treasury and the municipal revenue office, so you are not sent from office to office.
The documents
The official procedure published on the Douala eRegulations portal lists:
- The permit application, with a CFA1,000 fiscal stamp
- An urban planning certificate (certificat d'urbanisme)
- A property certificate (certificat de propriété) — in practice, proof that you own the land
- A stamped site and location plan (plan de masse et plan de situation)
- An estimate of the construction cost (devis estimatif)
- Proof of payment of the permit fees
The architectural and structural drawings are the core of the file. They must show the building that will actually be built.
The steps
- Have the fiscal stamp affixed to the application (tax centre, Bonanjo).
- Obtain the notice of revenue order for the permit fees from the CUD.
- Obtain the revenue slip and pay the fees at the municipal revenue office.
- Collect the payment receipt.
- Submit the file to the CUD Department of Construction.
- Collect the permit.
Cost and time
- Fees: about 1% of the estimated construction cost, plus the CFA1,000 stamp. On a house estimated at CFA30 million, that is around CFA300,000.
- Time: the official guide estimates 15 to 30 days if the file is complete. In practice, an incomplete file restarts the clock.
Why files are rejected
In 2022, the one-stop shop reported that more than 60% of applications were rejected at first review, and that fewer than 30% of files were prepared with a construction professional — an architect, a civil engineer or an urban planner. The two figures are related. Incomplete documents, drawings that do not match the plot, and buildings that break the planning rules for the area are the usual reasons.
After the permit
- Display the permit on site, visible from the street. The CUD treats sites without a displayed permit as suspect.
- Build what was approved. An extra storey or a changed structure needs a new authorisation.
- Keep the approved drawings on site for the team and for inspections.
